ORBCOMM SIGNS RESELLER AGREEMENT WITH ARCO
to Focus on Security Monitoring and Asset Tracking

DULLES, VA December 3, 1996 -- ORBCOMM USA, L.P. (ORBCOMM) today announced that it has signed a reseller agreement with ARCO Global Tracking Systems, Inc. of Miami, Florida to provide service using the ORBCOMM low-Earth orbit satellite system for security monitoring and asset recovery.

Commercial and industrial applications are being developed by ARCO to provide fleet management and security monitoring services to fixed sites and mobile assets. More specifically, the service will monitor facilities and fleets for intrusion or theft, and, the system will communicate to ARCO the alarm status, and track the assets to assist in its recovery.
